The content listed below is not accessible for the following reasons:

a) non-compliance with law 9 January 2004, n. 4.

Some site content is not currently accessible to all people, particularly users with visual or motor disabilities. Known critical issues include:

- 1.1.1 – Non-text Content: Some visual content and images do not have accessible alternative text.
- 1.3.1 – Info and Relationships: The structure and relationships between content are not always clear to assistive technologies.
- 1.4.1 – Use of Color: Some information is conveyed only through color, making it hard to perceive.
- 1.4.3 – Contrast (Minimum): The contrast between text/graphics and background is not always sufficient for readability.
- 1.4.5 – Images of Text: Some text is embedded as images instead of real text, making it harder to read and resize.
- 1.4.11 – Non-text Contrast: Graphical elements and interactive controls do not always have enough contrast with the background.
- 2.4.4 – Link Purpose (In Context): Some links do not clearly describe their destination or purpose.
- 2.4.7 – Focus Visible: It is not always visible which element is selected during keyboard navigation.
- 3.2.2 – On Input: Some fields or actions change the page or content without notifying the user.
- 4.1.2 – Name, Role, Value: Some interactive elements do not correctly communicate their name, role, or state to screen readers.

These issues have already been identified and will be addressed in upcoming site updates.

b) disproportionate burden

Some adaptation interventions, such as the complete revision of published PDF documents and deep restructuring of the source code to ensure full semantic compliance, would involve a disproportionate technical and economic burden compared to currently available resources. For this reason, such activities will be planned gradually, prioritizing the most urgent interventions and those with direct impact on the experience of users with disabilities.
